Well isn't that why they make them so gigantic? Who has time to read it? Not even the people we pay to read bills have the time between their coddling of special interests and engaging in immoral activities.

I think you got the verb correct: distributed. Conservatives usually say the Left wants to redistribute wealth, as if wealth was distributed in the first place. Wealth isn't distributed to the wealthy. They create it. Redistribution implies wealth always existed or government created it. But governments have no interest in creating wealth, except to tax it. Or as Obama would call it (overseas) "Skimming off the top"
