<description>Alot of this has to do with which side of the &amp;quot;wealth/grades&amp;quot; spectrum you happen to be on.  If you are a C-student, then the idea of grade distribution would probably sound like a very good idea.  But, for an A-student it is a bad idea.  Similarly, if you are a poor person, then wealth-redistribution sounds like a good idea.  This is an excellent way to teach students about capitalism!  It also shows the downside of socialism.  For example, suppose that everyone was guaranteed a minimum &amp;quot;C&amp;quot; grade (even if they did F-level work.)  (Wow, the analogy is so good, it is scary!)  So, it would de-incentivize the already underperforming students at the bottom of the curve.  Meanwhile, the top-level students (4.0), would probably be looking at a 3.5 &amp;quot;cap&amp;quot;.  So, the end result is that folks on both sides of the grade-spectrum become de-incentivized. </description>

<description>Very good illustration.  Helps to put things into perspective.   The cartoon could probably be improved by splitting the background into 2 sections: black ink on the bottom and red-ink on the top - where the red-ink would illustrate the fraction of the total budget that is being borrowed to make up the total short-fall. </description>
