KATU - Portland, OR : Bill would force cyclists to register their bikes in Oregon | KATU.com - Portland, Oregon | News

A bike license is a good way to help pay for the items that the bike lobby is demanding(remember the $10million bridge they wanted over the willamette near Wilsonville) but that is just the start. Bike riders should have to take a safety course just like the one that has been implimented for ATV riders. They should carry this license with them and use it as ID should a cop need to ticket them for breaking the law just as car and truck drivers do. They should also need to carry some kind of liability insurance to cover damages that they might cause. I was nearly run down last week while in a crosswalk when a biker rider ran a red light and nearly hit me. Funny thing is, both cars in their lanes managed to stop, but the bike rider was apperently ignorant of the rules, so a safety course is a must Bikers, quit whinning, there is no free lunch-step up and pay your fair share.
