All I would have had to do is drop out of High School in the 9th grade , get a GED, then pass a Civil Service Test, a test that requires you to read at a 4th grade level. Many municipalities have done this throughout the US. Take Las Vegas , Nevada for example. They used to have the Las Vegas city Police and the Clark County Sheriff&#039;s department.
