When my brother was in Western State, every time a new councelor was assigned to his case, they would try to have him sign a waiver saying that he was of sound mind so they could release him. And that was when he was commited to Western. He could not legally sign the waiver, but once he did they could discharge him. Do not ask me about DHSH.
