Manpower is limited. I think the deputies did the best they could with what they had. Anytime a department has to put officers on a scene to watch it, they are putting the rest of the community at risk by having fewer deputies handle calls. Simple math. All six officers handle the animal complaints. However I think the owner of the dog needs to take a little of the heat for allowing his sick dog to wander the streets. If the owner was so "concerned" about the dogs health, why hadn't he already put the dog down? Now he sees an opportunity to benefit and file a tort against the city and bring down the reputation of all the officers, even those not involved in the process.
