As for Prop 2, I'm surprised you voted for it. I feel like it was one of those "feel-good" initiatives. One of those "vote for this so you can feel better about eating animals because they suffered less". Sure, maybe they suffered a little less, but at what cost? Read the comments... seems like a snake oil fix to me. I think this would be like deleting your history. Sure it might make it faster by 1.0 x 10^ -25 seconds, but in the end you're just deleting letters.

I'm not sure how effective an hour of lights off would be, since it just means they'll most likely be left on an extra hour later that night. It might make more sense to advocate turning off lights and electronics when leaving a room, or even talking to the school about using lights with auto shut off in campus buildings, as I know here they almost all get left on 24/7 which is ridiculous. As far as renewable resources, I don't know if your school uses polystyrene (styrofoam) boxes for "to go" food or for drink cups from campus dining, but if they do, a push for paper boxes would save the planet in plenty of ways. They are a petroleum product that is completely unrenewable, completely unrecyclable, and non-biodegradable. I have no idea why it is still used. Just a few thoughts.
