the conference report to HR 1 is the final version so if it is in the conference report it made it in. In the conference report, the 98 million for ACI was listed right before the bridge alteration funds.

On further digging it looks like the following was in the conference report:

ACQUISITION, CONSTRUCTION, AND IMPROVEMENTS
6 For an additional amount for "Acquisition, Construc-
7 tion, and Improvements", $98,000,000 for shore facilities
8 and aids to navigation facilities; for priority procurements
9 due to materials and labor cost increases; and for costs
10 to repair, renovate, assess, or improve vessels:

According to a press release from the Appropriations Committee, the CG share of this stimulus bill is $240 million: $142 for bridges and 98 for ACI.
