Of the sundry Wuhan Virus "conspiracy theories" afoot these days, one of the more thought-provoking is positively Orwellian.

It has it that COVID-19 is a carefully and cleverly orchestrated and choreographed event that will enable President Trump to join President Putin and uber-Leader Xi as they forge The New New World Order: a tri-polar planet engaged in perpetual war between what Orwell called Oceania, Eurasia, and Eastasia.

The only thing missing right now is police state martial law thought control in Oceania with its own Leader-For-Life to join Putin and his neo-nascent Russian Empire, and Xi and his rebirth of The Mao, but with a modern face.

And a global pandemic that reaches America is just the sort of thing that could make that happen.

The Hong Kong protests are a US manipulation to undermine Which system of socialism: China's? And based on the historical performance of socialist political economies over the past 100 or so years in Europe, Asia, and elsewhere, how do You see socialism offering "the only realistic hope for mankind"?

The only reason Trump is in the White House is because the Deep State neo-cons/-libs and their owners and operators on Wall Street wanted him there. He will be there as long as he reads his scripts and acts the reality-tv host. If he stops doing that, he will be gone.

The whole purpose of the GWOT was to give Russia and China the time necessary to become Worthy Adversaries in what is already looming as Cold War II. Orwell nailed it when he talked about Oceania, Eurasia, and Eastasia.

Point 1. Do other nations [or global economic/political/financial institutions] have the power to declare a nation "bankrupt" [by whatever term] by refusing to accept its currency?

When nobody would accept post -WWI Weimar Germany's currency because of its hyperinflation, was that a "bankruptcy," or something else? What about China's post-WWII episode? And others, all the way back to Rome?

Whatever it's called, i believe that that is at least part of the ultimate danger. Or plan and intent, depending upon one's perspective.

Point 2. i follow what You mean by "exhaustion," but not which "one cannot cause the other effect." You lost me. Let me rephrase the question to see if i can make it valid:

If significant sections of the global economy refused to accept US Dollars as payment for materials, goods, products, and services rendered, what would You call that? If not bankruptcy, what?

Point 3. You wrote: It's doubtful that anyone would refuse US dollars. But we cannot say that will not change.

The answer being: "SSSSHHHHUUUURRRRE.... .

1. Has ~ by Your definition of "bankruptcy" ~ any sovereign nation ever gone bankrupt? If so, what is the United States doing that's any different than what did?

Who pays for all these negotiations? From air fare to and from; to logistical/operational/communications/intelligence/security support requirements; to the salaries of the people sitting around bull****ting; to all the other money spent (on Whom, by Whom)?

Who pays for all this? and, what is the return on Our investment?

i am reminded of being in Viet Nam when the Paris "Peace" Talks broke out, and the argument that held up negotiations for weeks if not months, about the size and shape of the table. according to Wikipedia ( http://en.wikipedia.org/wiki/Paris_Peace_Accords ) :

"A similar debate concerned the table to be used at the conference. The North favored a circular table, in which all parties, including NLF representatives, would appear to be "equal"' in importance. The South Vietnamese argued that only a rectangular table was acceptable, for only a rectangle could show two distinct sides to the conflict. i remember signing a letter inviting all of those *******s in Paris to come here, where we were, in the mud, the blood, the ****, and the lies that were Viet Nam in 1968. i was told that close to a million American GIs and Vietnamese signed that petition.
