These people belong to organizations that have the capability to train their members in the proper safety and employment of fire arms on their off duty time. For example, the U.S. Military, Fire fighters, EMT etc. These people are just regular folks off-duty, but each and every one of them are willing to lay down their life for the person standing next to them, no matter who they are. License these people, allow them unrestricted conceal and carry permits, they are everywhere and they don't turn off their heroism when they take off their uniforms. I am convinced that not only will they provide a great public safety supplement to the Police, but just knowing that the guy (or gal) next to you could be packing and is of a mind to preserve public safety would be an amazing deterent to the violent thugs of the world. Talk to a Martial artist no matter what discipline, you take care of several opponents by taking them out one at a time, being cautious to eliminate the most imminate and valuable threat to gather leverage against the remaining threats. Also, when you defeat an enemy you do it so profoundly that it discourages attacks by others. It takes commitment. We have been living off of the profound defeat that we had over Japan in WW2 and over the years that notoriety has slipped. I am not saying we need to nuke the hell out of anyone, but we need to decisively kick someone's butt. Really it doesn't matter who, but it should be Bin Laden's boys, or Mexican Drug Lords.
