The question is it worth it? At one point do we sacrifice one human life in an attempt to save countless innocent ones. I was not present for this pursuit therefore I don't know if there was more involved. What I will say is if we in law enforcement send criminals the message "Go ahead steal a car we won't chase you", then our society will become over run very quickly. Even worse than it is now. Stealing a car is a felony, and most agencies will chase a criminal who has commited a felony. If they don't, they should, unless of course you have innocent people at a greater risk than the suspect himself. 3:55 am in Aurora probably should go for it.
