<description>Except that making it easier for an individual to be detained for a mental and physical health evaluation should be a lot more straight forward than it currently is in Oregon. You can&amp;#039;t just bring someone before a judge unless they have made a serious attempt to commit suicide. If someone is simply cutting themselves and scrawling hateful messages, they are free to do so with no recourse until they murder someone.  That is the problem, at least in Oregon. In washington, it may indeed be different. Obviously, something like that could be abused, btu it&amp;#039;s going to be very easy to determine if someone has been cutting themselves. </description>

<description>It would be legal for the ATF and local governments to use municipal police to retrieve weapons he may own, through use of search warrant. This happens after you have been arrested for a crime (think domestic violence that involved weapons, for example - like you pulled a knife and assaulted your wife, or a gun, etc). This, in theory, should also filter to the sheriff&amp;#039;s department that issued the CHL. That is how it works in Oregon.  Of course, it&amp;#039;s never going to stop people from using illegal means to obtain a firearm. You&amp;#039;ll never stop someone who is intent on committing a crime and hasn&amp;#039;t been caught for or committed previous crimes, from committing another crime. But you can at least provide some visibility to groups you CAN control and have at least a chance at positive outcome. </description>

<description>I think the fact there is no mental health evaluation required for CHL&amp;#039;s is getting more and more problematic. I am a &amp;quot;hardcore gun nut&amp;quot; as some people would call me, but I would also agree to having people who think they need to carry concealed go through a mental health evaluation, particularly for substance abuse as well. Extremely alcoholism will damage your mental capabilities and also aggravate latent mental illness, such as paranoia. I know this first hand due to a sibling who was in almost this exact scenario - thankfully no one was murdered and no police officers were hurt.  Until you actually have to deal with an emergency like this, I think it&amp;#039;s going to be hard for anyone to understand exactly how helpless you are. The state should not have to wait until there is a murder to evaluate whether an individual should have the right to carry concealed, openly or even own firearms. Coming back to my point earlier, it&amp;#039;s a severe violation of Federal law (Gun Control Act of 1968) to even be intoxicated while handling firearms. </description>

<description>The state DOES need to absorb some of the blame. There was nothing hisf amily could have done to help his son. But if the state would have stopped, given him a forced mental evaluation, those murders could have been prevented: First by taking away this individuals CHL, then his firearms. Ideally, by locking him up until he got the proper mental health treatment.  But it&amp;#039;s much easier to just let the nutcases roam and murder people, so ultra liberals can push more gun control on the rest of us. </description>

When I contacted Multnomah County to warn them about my sibling, they told me that it was basically none of their business until an arresting officer/department contacted them and told them to revoke his license. Just how many cops out there actually would do that? This is why Federal/State/Municipal police/justice centers need to be using ONE, UNIFIED computer system - NOT MULTIPLE.  Until an individual has committed suicide, attempted suicide, attempted murder or committed murder, there is nothing that you can do to help them, legally. An individual is an individual, according to our constitution and until they violate the liberty of another person (Read: murdered, committed attempted murder) there is nothing that the legal system can do to help you. If you try taking matters into your own hands, YOU will be the one going to jail potentially, or you may be the one who ends up dead.  Great system! </description>
