Along with every headliner about some poor kid getting it comes new laws and harsher sentences. 10-20 years ago most got off with treatment or a 5-10 year sentence, kiddie porn was a class C Misdemeanor. Now almost all sex offenses involving someone under 16 is a life sentence and there is the 3 and 2 strike laws. Most of offenders released today were sentenced decades ago before the sentencing laws changed. The civil commitment program was to keep incarcerated the worst of the worst and forced into treatment. And there is registration for life with level 3 offenders wearing GPS tracking bracelets.
