There may not even be racing on the Sunday. The vote was to allow a contingency plan to be effected if the racing on the Saturday was affected by bad weather. If Saturday is sunny then the final races will occur then.

Besides, I understand that the road is only closed to general traffic after a certain time in the morning and is opened again at certain other times between races. With the UK looking set to get downgraded to BBB, Can the government honestly say that they won't be tempted into dipping into people's savings the next time that they run a little bit short.
