if that is the case then this site should be in the not recommended list since there is a limit for free members to cashout which sounds like an investment scheme. i have seen recently many "bux sites" have turned into investment schemes not a single BUX site has been there for a long time! after 6-12 months they either go scam,sold,closed or become an investment scheme!

static ip is reliable for Voice over Internet Protocol or gaming sites and it does have other benefits but there is a risk because static ip always remains the same and it is easy to track for other company's. i think people choose static and dynamic IP according to their needs.
