That was unconstitutional, in violation of the 10th Amendment. Added to that insult, the Supreme Court ruled that U.S. taxpayers must provide a free public school education to illegal immigrants. Not sure what they based that ruling on, but it hastened the demise of the public schools. Entitlements we have come to enjoy are mostly unconstitutional.
