How about if the city just stops "fighting records requests and procedural challenges" and just runs an open, and honest City hall. If people want records, or if they don't want you to have closed door meetings, then just give the people what they want and stop spending their money fighting them. Duh!
At first it sounded like a good idea to me, but it is a slippery slope (no pun intended). If you allow one fairly large operation to exist in a public park, then where does it end? What if the next guy wants to build a go-cart track, or put up a Ferris wheel. We can't open the door to for-profit businesses in public parks without expecting a flood of proposals from other companies. I say leave the parks as parks, if the Zip line company wants to build a zip line, they can do it on private property .
