Drill the horizontal, then set another string of 4.5" to the total depth. All fracs are carefully controlled as to direction, since no company wants "crossflow" to another wellbore. Obviously the angle and direction of the completed and fracked wellbore portion has to stay away from the "drainage shadow" of all neighboring wells, since they obviously want maximum production. Very carefully scripted, very scientific, and all mitigation and other caution meticulously taken. And in return, the county, the state, the federal government, the landowner, and most importantly, the future consumer of oil and gas, all win. Time to stop the nonsense..
