Unfortunately 'connotation' doesn't mean much under the law - that's why any new laws must be carefully worded. In my estimation most things are already covered under existing laws, and I'm always suspicious of creating new laws to solve problems that already are covered under existing laws. I suppose job security in Olympia is at stake.

What's the definition of chop shop? What will it be? If my car gets totalled by my insurance company and I then decide to part it out to recoup my losses am I now operating a chop shop? What about if I buy a junker and part it out? Am I operating a chop shop? These are just two legal examples of what could be 'legitimate chop shops' depending on the definition.
