I had two soldiers from my unit in Panama AKed on the highway by Panamanians, died, and we still were not issued ammunition. The Colonel, however, had ammo and so did his driver. At that point we all stole ammo from the rifle range, every soldier had a hidden and illegal full magazine, not by order, but by common sense. If we were caught by an officer we would have been punished. I don't know how the Corps operates, but the Army typically disarms it's soldiers whenever possible.
