I'm not really in disagreement with you that the old Council form got stuff done much more effectively, but this current form is what we've got. And as unpopular as Prosser was, they pushed him out because they wanted a "yes man" to get them some money. The real role of the city manager is to understand the process things need to follow to get stuff done - a real manager would have canned this whole TrueNorth Moneygrab/street closure/traffic camera/buying hotel/federal money for lindale mall pedestrian underpasses/yardie bin legs crap right away - because they're not part of the city government's role. When they are trying to do stuff that is outside of the bounds of what they are supposed to do, they do it really badly. This is yet another exhibit.
