One news article stated that a witness had seen the two dogs running up on the highway. Maybe it was a hit and run or the person that hit them did not see them after the impact. Maybe a tractor trailer? Just a thought. My neighbors cat was hit by a car and was found at the bottom of a ravine, the person that hit the cat was kind enough to stop and go to the owners house to tell him about the cat.
