<description>You are right of course. Treaties are to be ratified by the Senate. However the senate has abdicated some of their responsibilities and some agreements are ratified by a committee rather than the full senate. If my memory serves at all, I think I remember that when Clinton was coming back w/ one of the Kyoto accords that he was told it would go down something like 99-1, so he never brought it. With this bunch though, anything is possible. But again you are right; ultimately the people can decide- if they choose to put up enough pressure. It does seem though that some of this crowd are willing to commit hari-kari at the alter of Socialism.  </description>
