Make sure their dogs are always on leash when they're supposed to be. Make sure they pick up their dogs' poops, etc. etc. OSMP and the city cannot objectively apply their current rules. Adding new rules won't change the situation especially when there are no rangers to enforce them. Traffic started bottling up at around 4-4:30 p.m. Prepartion it seems would have meant that plows and work trucks were out on the streets earlier - say at 3 p.m., making sure de-icer and gravel were spread, and perhaps police and emergency personnel deployed at critical intersections to help keep traffic flowing, say ensuring selfish drivers didn't block those intersections? CU facilities had no problem clearing sidewalks and keeping the main streets through campus clear. They were out de-icing much earlier so their workers weren't caught in traffic (except on city streets). "Usability of the city's public thoroughfares" is an issue. We have spent a ridiculous amount of time and money on sidewalks with no real plan for enforcment or no enforcement of prior laws, wasted time and money on flashing yellow lights only to take them out and replace them, and have you driven on our roads after a snowstorm? The city barely gets around to plowing, misses many streets, and the roads themselves are in horrible condition.
