Pedophiles are allowed to move from one school to the next with nobody being any wiser. When parents report incidents like this the public labels them as crazy with an ax to grind. Just look at the Maquoketa Valley situation. The administration covered up the conduct of 2 bad teachers and one has silently gone on to continue doing what she did and the other is finally going to be held accountable. The school did not turn these incidents in, the PARENTS and other TEACHERS did. The background checks fail but because those in adminstration do not report incidents.
