I guess they have role, but most of the time they stand with the side of the driver. just to mention they are supposed to insist the driver to go in the right direction with the tariff.

the size of the Reservoir is not as you mentioned , as far as i know 1.73km is the length of the main dam , so u better check the exact value from the concerned body, further more the unit is completely wrong ( kare meter is for small thing like house , it is reservoir)
