No, I am not saying that, nor could what I said possibly be interpreted that way. I said "targets", not "Congress". If this program had gone beyond blue-skying, then it should have been reported in accordance with the law. Until then, it's a waste of Congress' time to tell them everything CIA is thinking about. However, Congressmen do have a habit of disclosing classified information to score cheap political points or to look important. Luckily, the law requiring CIA briefings to Congress takes that into account by allowing a limited number of Congressmen being briefed.
