It costs us as taxpayers, but all the police officers/DEA/etc who get paid to enforce it have jobs because of it. Lawyers make money defending and prosecuting those who have been arrested. Vendors who sell law enforcement special tools/weapons/swat gear/etc all make plenty of money from it. There are plenty of people who profit from the war on drugs and that is(IMO) a big reason why it remains illegal.
