And though today's draft divides provisions into the negotiable and non-negotiable, it announces that reaffirming Durban I is text which does not "remain to be negotiated."

Biden said: "Five percent of the Taliban is incorrigible, not susceptible to anything other than being defeated .... Another 25 percent or so are not quite sure, in my view, of the intensity of their commitment to the insurgency. Roughly 70 percent are involved because of the money." Even if he's right, those 5 percent are raising holy hell and the rest -- the "moderates" -- are following.

He also sounds like a Republican, claiming most are in it for the money.
