First, note that corporal punishment HAS been banned and is not coming back, at least in government supported schools. Second, there is a SIGNIFICANT difference between most corporal punishment when it was still legal versus FLOGGING and WHIPPING that this woman will experience (or has experienced.) Third, at least to my knowledge, corporal punishment was very unlikely to be used to punish school dress code violations. Usually, even in schools with corporal punishment, it resulted in a call to the parents, a demand that they be taken out of school until they comply, plus a possible suspension depending on severity and history. Fourth, again to my knowledge, 40 of ANY kind of striking was ALWAYS WAY out of line with policy. I have never heard of more than 5 to 10 paddles on the bottom nor more than 1 or 2 raps on the knuckles back when corporal punishment was allowed. An important purpose of prison is to remove malefactors from environments that would allow them to repeat or continue their destructive behavior. If the environment in the prison itself becomes more condusive to that behavior, we have thus lost a large portion of whatever effectiveness the prison had.
