According to your post you are jailbroken and thru cydia you have installed the latest ultrasn0w.
When you start up your 3G iPhone with the carrier sim you want to use, do you see CARRIER when you open Settings?
Next check GENERAL then ABOUT. Do you see the updated baseband 06.15?
Also google your carrier's cellphone settings like APN etc.
Check SETTINGS, GENERAL, NETWORK, CARRIER SETTINGS. Here you can try and add your carrier settings. Then reboot the iPhone once you made the changes.
I'm sorry you are going thru this frustration. I hope you are able to get your iPhone to work.

Since your 3G iPhone is jailbroken and unlocked it's not clear where your post is going.
Are you using the iPhone in the USA? If you are and your trying to get the iPhone activated, you might try the SAM posted by the blog. Also the only carrier that will work other than AT&T is T-Mobile.

AT&T requires that iPhones have not only a carrier service but also a data service. If you don't have service with AT&T's iPhone service then your best bet is to either start service with them (and maybe get a new iPhone) or JB, unlock and use your 3G iPhone on T-Mobile.

On the 3GS when outdoors the iPhone not only relies on tower and WIFI signals but also GPS signals.
Here's the dilemma. Unless you have the maps already from an app then you only need a GPS signal to locate. If you don't have maps then you need the Internet to get the maps downloaded to your iPhone thus you need either cellular or WIFI signals.
I was in Japan with my iPhone 4 and I only had the stock app Maps. It was worthless without an Internet signal to get the maps and show me where I was.
I believe people having issues with the 6.15 BB GPS is because they are not getting any signal for the iPhone to locate.

In cydia check your packages to see if ultrasn0w is already installed.
Also what carrier is your sim card? You might have to google search to adjust the settings for the cellular service you are trying to use.
