A bill is the presentation of a debt. In this case it will be a debt created by the government. Each time a bill passes both houses a debt is created. Thousands of bills are passed each year. Add it up!
The best outcome hoped for is no bill at all and the government forced to find the 500 million in waste. Instead of CAp & Trade, let us dismantel the dept of trasportation, return the dollars to the states, and take the saved admin cost to reduce the debt. Now we can talk about the Dept of Education.
Healthcare is like a mushroom, the mycelium spreading insidiously below the ground, it's tentacles reaching out to find you and fine you for not having or billing you for having health insurance. You get pulled over for a minor traffic violation, the officer ask you for your health insurance card, it is not with you. Ouch $1000 fine and some fees thrown on by the locals.
Plus that cozy feeling of knowing my physical and mental health records are all safe with my own personal number that only I the government, and every heath official in the country can access.

What conservatives have a hard time understanding is the cost does not matter. What matters is policies, regulations, & laws will be put into place which will allow government more control of our daily activities. Does not matter if a government option is there, it only matters it happens.
Now the press can call this one in the books and move on to promoting cap & trade. It will take about a year,we will still have two left to move a progressive agenda forward. Slow incremental steps which remove our individual freedoms, make the America weaker, and at the same time lose our position as a world leader to join the mediocricy.

The stock market advanced as long as the plan looked doomed, but since it has looked likely it might pass the market has stalled. Interest rates must rise, the fed must drain 1.5 trillion dollars off it's balance sheet or monitize the debt, and the nail in the coffin health care, Count down to 2013 when it takes effect, but the cost start now. Now we can get down to cap and trade. I bet the bill has been written and can be passed in days.
