<description>Why do we need a new law to do this?  It shouldn&amp;#039;t take a new law for government to try and manage the people&amp;#039;s money better.  If fighting waste and fraud is such an important issue, why haven&amp;#039;t they been aggresively pursuing it from &amp;quot;day 1?&amp;#039;  Lastly, will the AP report back by the 2012 deadline to show us that they actually met their $50 billion target....I think not. </description>
