Wrong! wrong! and very wrong! Here is only one example: DSHS spending 1999-01 was 12.737 billions; 2009-11 is 20.745 billions. An increase of 62.87% over 10 years. If they just make DSHS spending back to 50% increase over last 10 year (which is already a very generous increase over last 10 years). That will put DSHS spending down to 19.105 billions, save 1.64 billions. PROBLEM SOLVED.

Obviously safety experts can derive optimized yellow light duration range for SAFETY for each street speed limit (there must be less than 10 speed limits). Then the traffic camera have to adhere to that yellow light time. Base on that, there is no reason to avoid coming up with a standard setting for SAFETY (not REVENUE). Everything on those hi-tech cameras is programmable.

If they're NOT shortened, they why avoid to come up with a standard yellow time? Also, in this hi-tech time, adding a field computer print out the yellow light duration at the time of the infraction is no-brainer and cost nothing more than the already spent paper/ink.
