Please refer to ORS814.080 (1) (b) and ORS810.080 (1) (c) for more information on pedestrians rights and duties regarding yielding to vehicles. While the latter deals with who has the authority to regulate pedestrian rights, it does mention regulating pedestrians with respect to crossing the street/highway at a place other than a crosswalk. While there may not be a Statute, there is ample case law that supports a pedestrian's negligence in crossing a street/highway at a place other than at an intersection. And no, I am not going to take the time and space to list the specific cases here, you can do your own research. Rest assured, the cases exist.I used the jaywalking example because YOU mentioned it. My intent was to educate you as to the difference of a CRIME and a CIVIL MATTER. As you can see, you were wrong there too.

Posession of marijuana is a crime, thus a CRIMINAL offense. Depending on the amount and your intentions when you're caught with it, could be a felony or a misdemeanor. Not sure where you got your information, but this is not a civil matter. Jaywalking is a CRIME because it is against the Statutue which prohibits jaywalking. It is not a felony, though, it's a misdemeanor. If a car hits a person who is jaywalking, the pedestrian may be cited for it, a criminal offense and a misdemeanor. . The car driver may pursue a claim against the jaywalker for damages to his car, which IS a civil matter. Hope that helps clear things up for you.
The intent of my original post was (and still is) the courts are being bogged down a tremendous degree processing persons cited and/or arrested for posession of marijuana. If legalized, those cases wouldn't be in court, thus freeing up the courts time to handle other crimes, those involving damage/injury to innocent victims (hopefully).

I, too, couldn't understand child leashes as I don't have kids. Then, I married and my husband who has 4 kids (all grown) explained the facts of life to me about having children. I now have a new found respect for those parents who care enough about their kids to keep them near, whether they want to be or not. Great post.
