Members of congress that want perks, say like a private jet (Nancy Pelosi, are you listening?) or a car and driver, etc., would have to put the request in writing and have the people in the state they represent, vote either for it, or against it, with 3/4 majority passing. And that state would pay for it, not nation wide tax payers. And those members of congress found to have cheated on their taxes are immediately stripped of their seat. They would also forfeit the right to ever serve in a government position again. I also think that if we cut their pay by at least half, with no ability to give themselves a pay raise, most of the members of congress would flee. The Founding Fathers did say that government positions should not be rewarded monetarily - that the lure of an easy paycheck would only draw those people looking to make easy money.
