we run large fleets of diesels, modern diesels are much cleaner and more equipment is being added to make them even cleaner. The biggest problem in built up areas are buses and under 2T delivery vans many of which are poorly maintained. Buses are now going hybrid. the country depends on diesel all road freight is diesel and a lot of rail freight. Even on electric lines diesels are used because they need to go offgrid at either end.

One of our divisions deals with aircraft fuel analysis. You don't just top up the plane to full at every stop. Carrying unnecessary fuel is inefficient and can be dangerous if a plane has to return with full tanks. Add in price differentials and it becomes more complex. There are graduate qualifications which include the logistics. Designing software to handle this needs not just a knowledge of software development but also a whole range of fuel parameters.
