I worked for law enforcement for many years and did the UCR report. The state funds county and city law enforcements with grants for their groups. They are required to report their crime each month. I know for a fact that Houston only reports half. Since that would cost them plenty in hiring and funding their cities and counties, I strongly believe that they have been instructed to report less and are being funded in other ways.
