<description>It wasn&amp;#039;t &amp;quot;children getting carried away&amp;quot; who were being targeted. Five people were ticketed for public urination. Five. Which I&amp;#039;m in favor of.  The other 140 or so were walking around or daring to touch a UI sidewalk while holding a beer, like has been allowed for decades.  So my question stands, how does the UI get to decide what and where city laws and ordinances are enforced?  As I said, they are targeting the 98% who aren&amp;#039;t the problem, rather than dealing with the 2% that are.  </description>

<description>No, I was at the game Rupert.   But I haven&amp;#039;t  felt real welcome around Broadway when I&amp;#039;ve been there recently.  I feel much safer around Kinnick than Broadway nowadays.  There haven&amp;#039;t been any landlords shot in U Heights lately.  </description>

<description>UIPD did not write all 150 citations, nor does the UI own or control the sidewalks and parking area between the sidewalk and the street.  That makes it a City of Iowa CIty violation that the UI decided to tell them to enforce. Who is it at the UI that gets to dictate to the ICPD when and where to enforce ordinances of the City of Iowa City?   Yes, the UI owns the lots and can enforce what they want there, but the streets and sidewalks don&amp;#039;t belong to them, despite the fact that the UI elites think that they do.  Just like you don&amp;#039;t own that area in front of your house.  </description>

<description>So how is it that the University can dictate to the ICPD when and where they have to enforce the laws of the City of Iowa City?  For decades the open container law wasn&amp;#039;t enforced around Kinnick, but when a UI VP and committee decide to play nanny they can then tell the Iowa City police to &amp;quot;kick it up a notch&amp;quot; and make an example of people who weren&amp;#039;t even causing trouble.  Someone near our tailgate was given a ticket (I was told it was $250) for having their foot on the sidewalk while drinking a beer. Not urinating in public, falling down drunk, screaming obscenities, just daring to have their toe on the sidewalk. And according to some accounts in the media there where some LE officers who were &amp;quot;excited&amp;quot; about getting to enforce the new mandate from The University of Iowa.  They say they want to crack down on the &amp;quot;knuckleheads&amp;quot;, and I&amp;#039;m in total agreement. Thing is, they are going after the 98% of the people who never have and never will be the problem. The problem with &amp;quot;zero tolerance&amp;quot; is that it equates to &amp;quot;zero common sense&amp;quot;.  I would tend to agree with another post I read elsewhere today that said that if we had the four LE officers who where riding around the Dental lot in a golf cart along with the half dozen or so on bicycles patrolling around Broadway and Taylor drive instead, that it would be a much better use of resources.  I didn&amp;#039;t see any gang related activity around Kinnick yesterday. </description>
