A spokesperson for OCFS also sent us the following response: "Settlements generally are paid from state funds appropriated to indemnify public officers and employees from liability for acts or omissions that occur while such officers and employees are acting within the scope of their public employment or duties in accordance with Section 17 of the Public Officers Law."
