And I have been to these meetings where NO MBE contractors show up. How are we supposed to force them to bid? There have been many a time on bid days where I am scrambling on bid day to get them to fill out the paperwork correctly so that my bid is responsive. I have done outreach, attended meetings, I scan the OMWBE lists and STILL have a hard time finding quality OMWBE subcontractors.
