In fact, I wrote about this same thing a couple of months ago. It is one of my pet peeves to see abandoned carts in parking lots. Sometimes you can't pull into a parking space because of an abandoned cart having rolled into the space. There are cars on the residential streets that have not been moved since the last 6 inches of snow fell and the plows have a really hard time trying to get around them--not to mention the fact that the streets don't get cleared and are a mess.
