They cannot violate the deal with the providers, so here is the solution: There are "Hackers" who provides "illegal" unlocking solutions for those who don't want a carrier plan, and always on the right time of course, that's called marketing. Outside US you can buy iphones factory unlocked, just pay more money. Those hackers are getting money from Apple, that's why their solutions are free, it has to be free. So that's why Apple will never ever file a case against them, even if they violate Apple's copyrights and more, even if they are well known.
