Anything from a field mouse to a bird can derail/add cost to a project. Then they have to go out and get estimate after estimate to see how much it costs, then they have to (usually) involve unions, which get their share of the money and drive up the cost. In short, because of all the buearcratic red tape, a project costs about 2x as much as it should if it was done by a private company.
