The explanation of the ITIN or Individual Taxpayer Identification Number has already been given and thus it is clear how undocumented workers can file taxes. Note that these workers have federal taxes withdrawn from their paychecks along with Social Security, which they will never be eligible to receive; thus in a sense they are paying extra taxes.

Carlos is 17 and there is no way for him to "rectify" his status. There is no way for him to do so under the current immigration system. Were he to leave the US and apply from outside he would be required to wait at least 10 years. Holding a job is not a felony.
