I work in downtown Denver. I watched a fifteen-story building go up in less than the amount of time Jalisco has been working on these intersections. Hmm, let me think, which one is more logistically challenging: 15-story building or intersection? If you think for one second the private company paying for that building would have tolerated Jalisco-type performance you are crazy. And that's how they got it built so fast. CDOT doesn't care. It's not their money, so they don't care if Jalisco drags their feet. They can sit there and make apologies all day long while we all wait in traffic, and at the end of the day they all keep their jobs.
