<description>So you don&amp;#039;t think it&amp;#039;s CDOT&amp;#039;s fault whatsoever for entering into such a stupid contract?  Why blame the contractors for taking advantage of the system instead of blaming the system?  I&amp;#039;m not saying the contractors aren&amp;#039;t to blame, I&amp;#039;m just saying the government agency responsible for oversight of the project is *more* to blame.  Let&amp;#039;s say you hire me to paint your house.  We enter into an agreement.  I then hire my son and his friends to do the work.  They drag their feet and don&amp;#039;t get it done.   I come to you and say, &amp;quot;It&amp;#039;s not my fault!  My son and his friends are dragging their feet!&amp;quot;  Who do you really blame?  My point is, Jalisco works for CDOT, but CDOT works for us, the taxpayers, and they aren&amp;#039;t getting things done. </description>

<description>Well then maybe they should. They should have set a reasonable timeline for the project to begin with, and start holding Jalisco accountable, maybe monetarily, once they start going over it. Pretty simple.    I work in downtown Denver. I watched a fifteen-story building go up in less than the amount of time Jalisco has been working on these intersections. Hmm, let me think, which one is more logistically challenging: 15-story building or intersection? If you think for one second the private company paying for that building would have tolerated Jalisco-type performance you are crazy. And that&amp;#039;s how they got it built so fast.    CDOT doesn&amp;#039;t care. It&amp;#039;s not their money, so they don&amp;#039;t care if Jalisco drags their feet. They can sit there and make apologies all day long while we all wait in traffic, and at the end of the day they all keep their jobs. </description>

<description>It&amp;#039;s not Jalisco&amp;#039;s fault necessarily.  It&amp;#039;s ultimately the fault of those responsible for the oversight of such projects, namely CDOT.  Whatever government bureaucrat is in charge of overseeing these projects should be fired for incompetence. </description>

<description>They didn&amp;#039;t add that exception to the bill until Magpul said they would move out.  They did it so they could keep the tax revenue jobs in-state, pure and simple.  It had nothing to do with interstate commerce, and every thing to do with money.  You can read the transcripts of the floor debates. </description>
