So in that time, someone could contract a disease and give it to OTHER soldiers before it's caught. So the yearly testing would do nothing to stop the spread of a disease...or don't you think someone could do that within a years time? BTW, the point is NOT that there are homosexuals in the military...by sheer volume, one would have to admit that there are. The point is whether or not they would be permitted to have sexual contact without being outed from the military. I realize that many soldiers are single...however a large percentage of military people are married with children...and would prefer their children be protected from such things.
