Congressional seats are at stake, so the forces of political economy are prone to manipulate the numbers. Recall that Obamas Chief of Staff attempted to make himself the census Czar and run the operation out of the White House. Republicans are also prone to politics, which is why they wanted to keep Puerto Rico from being a state and adding 5 democrafts to congress. The census needs to be based on objective science, and the politicians and political hacks need to be keep well away from it.
