<description>I don&amp;#039;t think autism can be prevented because not much is known of what causes it. Children with the disorder are born with it, it appears early on. The increase of incidence of autism primarily has to do with the diagnosis and identifying of certain behaviors within the DSM IV criteria.  </description>

<description>Mary, Often it is not even covered.   I have Cerebral Palsy, and insurance companies do not fully cover that either. When I taught full time (I taught kids with autism and other disorders both in sped and reg classrooms) the district insurance was going to charge me $2,100 a month in premiums with a $5,000 deductable. </description>

I have taken over the classrooms after the teacher pervert is put on leave and work with the kids in the classes for a time to help them cope.   Your commentary about college presidents and coaches are not required to notify the police is incorrect to the law.   </description>

<description>Both should be charged as an accessory to the abuse by not reporting it. Mandated reporters (teachers, etc) have 48 hours to report it to law enforcement, and ensure law enforcement knows of it. Quite simple there. When people ignore sex abuse, it turms out exactly like this and makes things worse, particularly for the victim, in this case, a kid. </description>

<description>From the articles on the issue, both on TNT, here and other news stations, plus talk/emails about the subject in the district I have worked for for years (not PDS), he was not authorized to go on the field trip nor teach a class by district policy, and the policy which I mentioned.   All district buildings have copies of the class schedule and who is teaching that class, as part of public record and also documentation of such to the main district office.   My district has mentioned that we are not supposed to interact with any student off campus unless we are directly involved in a school sponsored activity that has prior authorization by the administration. Since Britton did not get authorization to attend the field trip, he violated that policy. Britton also violated another policy, as well as the same policy I mentioned by teaching a class. Principals primary responsibilites are to supervise and operate a school. The only interaction with students is limited to that capacity. At no time can a pricipal conduct a class without prior authorization. PSD had authorized .  Britton to get another teacher to teach that zero hour class, but Britton chose not to hire a additional teacher for one class, or use an existing teacher to teach that class. He chose to save the district money and teach the class himself. Whether he was paid to do that, I don&amp;#039;t know, but teachers who cover other teachers are paid additional money to do that at a rate that is negotiated. TSD pays teachers $30 to cover one class period </description>

<description>The violations are teaching a zero hour class when he was told not to and going on a field trip. The policy that originates these is a boundary invasion policy which defines what is appropriate interaction between the principal (in this case) and students. The principals primary responsibility is to supervise and operate a school and only interact with students when referred to the office. They are not supposed to teach or go on trips with students unless the district has authorized that and if the employee has a direct involvement into that responsibility. Scott had not been authorized to teach a class or go on the trip by the district.  </description>

Many states have laws that make it a sex crime if a person has sexual contact with a disabled person (in the case of the tattoo of rapest;spelling that was used on this person). WA state statutory rape statute is used in cases of that nature.   </description>

<description>Connecting with students is generally what needs to happen, but the boundary invasion policy prohibits that.  I think the policy is a knee jerk reaction to issues that surrounded the Jennifer Rice case and the Harold Wright case. Both worked for Tacoma School District and the superintendent decided to put a stop to all personal interaction of students and school staff. </description>

<description>The teacher is to refer them to the counselor in addition make a note to the administration, who is supposed to refer the issue to CPS and outside mental health agencies when necessary, particularly where kids are exposed to abusive situations.  However the kids don&amp;#039;t want to talk to the counselor in many situations. They go to the teacher for a reason, not the counselor.   I worked with a family who was in counseling due to adoption requirements and the school was trying to force the 2 younger boys into more counseling at school in addition to more state intervention because the school felt the kids must have more help. I disagreed with the district because when you have children removed from home, and adopted, particularly when they are older, it does take a lot of time to overcome that. </description>

<description>The boundary invasion policy is intended to protect students from teachers who intend on grooming them for sexual favors. Art Jarvis, superintendent of TSD originally assisted in developing the boundary invasion policy after he was hired by the district after Milligan left. He wanted no teacher to talk with students about any personal issue about either student or teacher. A law firm in Renton and Jarvis designed such policy; which is now in every district in the state to &amp;quot;protect&amp;quot; students.   After it was implemented in 2008, kids now can&amp;#039;t go to the teacher for any personal issues nor can teachers help students with problems they should not only recognize, but deal with. After it was implemented, counselors were swamped with the workload that the policy created.  </description>
