If Californians were not so stupid, they would be busy building Desalinization plants near the abundant coast line. Maybe Bammy can give them a bunch of stimulus money, since they helped elect him. They can use local egineering like Fluor or Bechtel, I am sure there are available construction people. But maybe they all think toliet to tap is a good thing, they can drink their own waste.
